Still others have been put to death without any pretence of legality: selected and killed by the governments and their agents. The protection of human rights is an international responsibility, transcending the boundaries of nations and ideologies. This is the fundamental belief upon which the work of Amnesty International, an independent worldwide voluntary movement, is based. Established on 5 May 1949. Each year the Steering Committee on Social Policy, which consists of senior offricials from departments responsible for national social policies, recommends a study subject on a theme falling within its competence. Its 1991/92 programme dealt with "homelessness." However, it was decided from the beginning of this research, to focus a subsequent piece of research on the specific phenomenon of street children, which then became the 1992/93 coordinated research project. In trying to combat Ethiopia's street children epidemic, FSCE has developed a diverse set of programs, including regular orientation programs directed for the police. The purpose of this is to cause attitudinal changes among the police pertaining to street children who are wrongly understood by society in general and the police in particular. Once children are onto the streets they are branded by society as "hopeless cases, vandals, uncultured, etc." Many people don't seem to take the hardship of questioning why these children are out on the street with little or no family control? What the pull and push factors are? What corrective measures are required? What they could contribute to mitigate this growing urban social phenomenon?

Hope and Homes for Children is a charity dedicated to providing homes for children orphaned by war. Colonel Mark Cook is the former commander of the British Contingent of the U.N. Protection Force in Croatia. In 1992, in a small town called Lipik (Croatia) he made a promise to the orphans that he would rebuild their home which had been completely destroyed by the Serbs. After first retiring from the armed forces, and with the support of many kind, caring people from around the world, Mark and his wife Caroline founded Hope and Homes for Children, raised over £ 1 million and rebuilt a multi-ethnic home for 80 children in Lipik.
